Guest Speakers: 

Bobby Simmons serves as the Emergency Management Administrator for the City of Irvine Police Department’s Office of Emergency Management.  He administers all programs related to community preparedness including CERT, the Irvine Disaster Emergency Communications Team, Tech Reserve Officer Program, Emergency Operations Center and the Prepare Irvine campaign.  Prior to his work at the city, Bobby applied his knowledge and skillset in emergency management in the field of higher education working at the University of California,  Irvine as the Business Continuity Program Manager.  While at UCI, Bobby developed a roadmap to enhancing the University’s resiliency through a campus continuity and recovery framework that was later adopted system-wide by all UC campuses.  Additionally, Bobby served in the California State Military Reserve for six years teaching ICS and emergency management courses.  Bobby has a Master of Science Degree in Homeland Security, is a graduate of FEMA’s National Emergency Management Advanced Academy and is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM).

David Lopez is a retired Orange County Fire Authority Captain with over 33 years of experience in emergency response and specialized operations. He started his career as a firefighter with the Orange County Fire in 1983 and promoted to the rank of Captain in 1989. Following the 1993 Laguna Beach firestorm, Mr. Lopez was instrumental in creating the first fire and rescue helicopter program for Orange County Fire Authority. He developed departmental policy, standard operating procedures, and training programs. His efforts serve as the foundation for the current all-risk Air Operations Program serving all of Orange County and providing mutual aid throughout the State. During his 22 years in fire aviation, he responded to hundreds of wildland fires, natural disasters, and remote medical emergencies. Mr. Lopez served on a CalFire Type 1 Incident Management Team from 2006 to 2016. Starting as an Air Support Group Supervisor he was responsible for managing the ground support need for firefighting helicopter and airplanes on large wildland fires throughout California and surrounding western states. In 2009 he elevated to the position of Air Operations Branch Director and was responsible for managing all strategic and tactical aspects of the aviation operations.
