Position Title: General Manager

About Niguel Shores Community Association (NSCA):
Niguel Shores, one of south Orange County’s premier locations offers its residents an ideal location with stunning views, expansive grounds and top-notch amenities. Niguel Shores Community Association is made up of 900+ single family detached homes, town homes and villas within this private gated community next to the Pacific Ocean. Amenities include a multipurpose clubhouse, heated pool/spa, tennis and pickleball courts, play areas, basketball, shuffleboard, bocce, beach bluff and private beach access.
Several committees provide assistance to Board functions and community activities, and currently an on-site management staff provides maintenance and management services.
Niguel Shores Community Association staff is responsible for a multimillion-dollar operating budget, management of several large service provider contracts and working with Niguel Shores residents to provide a financially secure working and living environment.
Position Summary
Lead activities with external agencies, vendors and outside contractors and manages Association staff. In addition, provides guidance and support to the Association’s committees; acts as liaison to outside businesses and government officials on behalf of the Association; and performs related duties assigned by the Board.
Main Duties and Responsibilities (Essential Functions of the Position)

Administration:
- Inform and guide the Board of Directors on legal requirements according to the Davis-
Stirling Act, CA Code and Governing Documents. - Supervise all personnel to ensure they follow Association policies in accordance with all
applicable laws and Governing Documents. - Maintain contact with Association’s attorneys under guidelines established by the Board of Directors.
- Assist Board of Directors in litigation preparation as needed.
- Works closely with the Board, homeowner committees and government agencies to achieve Board priorities, solve community problems and recommend new initiatives.
- Participates in outside meetings and conferences to stay abreast of trends related to
Association programs and operations.
Budgeting:
- Develop operating and reserve fund budgets for the Association with KBF, review draft with Board of Directors.
- Provide final draft to the Board of Directors for approval.
Accounting
- Ensure accurate fund management and timely reporting.
- Monitor all expenditures by staff in relation to budget accounts.
Procurement and Contract Relations
- Create RFP requirements and present vetted vendors for contract consideration.
- Accept contracts per specifications upon approval from the Board of Directors.
- Work with insurance brokers and adjusters and provide updates to the board.
- Perform a final inspection prior to final payments to vendors on special projects or renovations and present to the Board of Directors for approval.
- Direct activities and manage budgets of landscape, security, maintenance, accounting and other ongoing contractors to ensure adherence to their contractual obligations.
Maintenance
- Manage and coordinate with Facilities Manager to plan, prioritize, schedule, and supervise
maintenance projects. - Work with the Facilities Manager, inspect Association property, and take appropriate course of action to ensure compliance and community maintenance.
Personnel
- Responsible for the hiring and terminating employees as well as managing personnel issues according to the law and standard human resource procedures.
- Supervise a staff of approximately 10 employees and conduct interviewing, hiring,
orientation, evaluating, training and potential termination of Association employees. Provide staff updates to the Board of Directors via Executive Meetings. - Prepare and process biweekly payroll via outside payroll service company.
- Maintain, supervise, and ensure professional and accurate work product from staff.
- Review and update Employee Manual in coordination with the Board of Directors.
Experience/Education
- Ten years experience in homeowner, condo association or comparable work.
- Bachelor’s degree (preferably in business or management)
- PCAM, and/or CCAM and CMCA professional certification.
- Minimum of five years managing a staff
- Related experience in legal, construction, landscape management, recreation and accounting
- Valid California driver’s license and automobile liability insurance
- Expertise with Davis-Stirling Act and other laws governing Homeowner associations desirable.
- Understanding of personnel laws/practices
- Knowledge of accounting principles, landscape maintenance, construction principles and
computer functions specific to homeowner association
