CLAC is working for you and over 3,000,000 households in condominiums and common interest developments (CIDs).
In 1984, The California Legislative Action Committee (CLAC) was formed. The purpose of CLAC is to monitor legislation relating to community associations and to disseminate information regarding such legislation to the CAI members. In the past, CLAC has been instrumental in working with State legislators in the formulation of bills and enactment of laws relating to community associations.
Each bill relating to community associations is reviewed and analyzed. Thereafter, the entire committee votes to determine whether or not the bill will be supported, opposed, or whether another course of action will be taken. The bill is then carefully tracked and re-evaluated each time an amendment to the bill is made. CLAC continues its oversight to ensure a positive outcome for homeowner associations on all related legislation.

"Is CLAC a Political Action Committee?"
NO, We are a "grass roots" organization and do not contribute funds to politicians or special interest groups. CLAC is able to influence only through letter writing and personal meeting campaigns; letters that come from members and board members such as yourselves.
"Is it legal for our association to donate money?"
YES, It is legal for an association to donate money from the funds collected. The board has a duty to spend the money wisely, and how much wiser could it be than spending it on protecting the association and its owners by supporting constructive, and opposing offensive, state legislation?
"What is our donation used for?"
LEGISLATIVE ADVOCACY, NOT POLITICAL CONTRIBUTIONS, Expenses include printing and mailing information to CAI members and CLAC contributors, lobbyist fees and administrative services, providing legislative information to the CLAC volunteers and more. Again, no campaign contributions are given to legislators.
In addition, a CID Polling Program has been developed to obtain the opinions of persons residing in common interest developments. These surveys are distributed to board members, tabulated and presented directly to legislators; a permanent reference library has been established to house the data.
"Is this Committee really an advantage and is it acting on our behalf?"
ABSOLUTELY, Senate and Assembly committees ask our advocate (lobbyist) for input as housing legislation is proposed and debated. The Governor's Office often contacts our office to ask CLAC's position on a bill prior to the Governor signing the bill!

Participate in the CLAC "Buck-A-Door" Program.
CAI-CLAC's legislative advocacy efforts are entirely dependent upon the opinions and experience of the industry's professionals and CID homeowners. These efforts are funded through voluntary contributions from businesses, associations, and individual homeowners. In 2002, as well as in the future, we will need more opinions and data… and more money… for the upcoming legislative battles. In order to generate both, we developed the CID Polling Program.
Our CID polls ask HOAs and their managers and attorneys about various issues; their responses are tabulated and these statistical findings enable CAI-CLAC to more persuasively lobby legislators and staff on proposed legislation.
Participating associations are included on the CAI-CLAC Fax & E-Mail Network list and are sent pertinent notices regarding legislative bills or alerts needed to generate grassroots letter writing campaigns.
The polls are forwarded to participants who contribute $1.00 per door per year (8 ˝ cents per household per month). We encourage associations to participate in this program and include the amount as a line item in their budgets. This is a "pay and play" program. Please consult with your board president, treasurer, and manager about it or call CAI-CLAC with any questions.
